PSYCHOLOGICAL AND LEGAL ASPECTS OF CONDUCTING POLYGRAPH INTERVIEWS IN THE SYSTEM OF THE MINISTRY OF INTERNAL AFFAIRS OF UKRAINE
Abstract
Legal, theoretical and psychological principles of the organization and conduction of questioning the officers of the Ministry of Internal Affairs of Ukraine using polygraph detector have been revealed. The author has analyzed the theory and practice of polygraph research in our country, has emphasized the feasibility of using advanced experience of foreign countries in this regard. The author has set the areas of improving legal and psychological aspects of using polygraph interviews of law enforcement officers, including the development of legislative and regulatory bases of applying polygraph detector by law enforcement agencies, psychological grounding and standardization of methods of polygraph examination, detecting psychological conditions of conducting the pre-test interviews, treatment with those who are examined, formulating questions, detecting the facts of combating questioning, the visual features of false information, etc.
The author has made a reasonable conclusion that among the existing and available innovative technologies for the Ministry of Internal Affairs of Ukraine – polygraph is one of the most perspective and effective means to address the urgent issues relating to staffing of the law enforcement activities, as well as features of detecting and investigating crimes. Further development of legal and psychological principles of using this device in the system of the Ministry of Internal Affairs and other law enforcement agencies of Ukraine is an important scientific and theoretical, applied task.
