NATIONAL POLICE OF UKRAINE: PROFESSIONALISM AND COMPETITIVENESS AS DEVELOPMENT PERSPECTIVES

Abstract

The author has considered competitiveness, professionalism and perspectives of quality formation and further development of the National Police of Ukraine and has provided appropriate propositions in order to improve its operations.

The concept of competitiveness within police officers’ activities has been analyzed in terms of realization of potential abilities of the employees both in terms of compliance with quality and cost characteristics of man power that are in demand at the labor market in a certain period of time and in terms of the corresponding the state demand for police personnel as man power of the certain professional and qualified level. From these perspectives, the author has outlined the content: of the competitiveness of the employees of the National Police in the process of their activities as a concept that characterizes a set of its potential features that meet the requirements of the modern social and economic conditions; of competitiveness of man power as a concept that characterizes the real possibilities of realizing these potential features in terms of fluctuations for man power demand and its offers, which generally depends on the level of competitiveness in the field of professional policing.

The main factor for creating a strong law enforcement system according to the author is the new personnel policy, where the particular attention should be paid to increasing the professionalism of the employees of the National Police. It is the foozle in the newly established National Police is often the reason for not only the health, but life both for an ordinary citizen, and for a police officer. It has been emphasized that the creation of highly skilled personnel of the National Police of Ukraine should be implemented through the acquisition of relevant knowledge and practical skills using modern innovative technologies.
