Пандемія як правова передумова запровадження деяких спеціальних правових режимів
Анотація
Статтю присвячено дослідженню пандемії як правової передумови запровадження спеціальних правових режимів. Зазначено, що осмислення сутності пандемії як явища зі сфери медицини та соціальних відносин указує про те, що пандемія спричиняє не лише медичні та інші соціальні наслідки, а ще й юридичні. Визначено юридичну природу правових режимів, а також здійснено їх класифікацію. Зазначено, що пандемія є передумовою запровадження режиму надзвичайного стану. Із метою усунення пандемії мають бути вжиті такі заходи: карантинні заходи; евакуація населення; спеціальний порядок розподілення продуктів харчування і предметів першої необхідності; мобілізація; зміна графіків роботи підприємств, установ та організацій.
