Роль недержавних громадських об’єднань у захисті прав осіб з обмеженими можливостями в Україні під час війни
Анотація
Досліджено питання діяльності в умовах війни в Україні громадських організацій у сфері захисту прав людей з обмеженими можливостями. Констатовано погіршення ситуації з дотриманням прав цієї категорії осіб через воєнні дії, грубе порушення ворогом норм міжнародного гуманітарного права і, як наслідок, прав вразливих категорій населення. У цьому контексті визначено значне підвищення ролі й ефективності діяльності інститутів громадянського суспільства, зокрема недержавних громадських об’єднань. Проведене опитування з метою визначення думки та суб’єктивної оцінки отриманих соціальних послуг дозволило констатувати зниження продуктивності роботи державних органів соціального захисту населення порівняно з недержавними громадськими об’єднаннями. Зроблено висновок щодо необхідності посилення співпраці між цими надавачами соціальних послуг. Рекомендовано розширити участь у процесі прийняття управлінських рішень представників таких громадських організацій.
